The offer is being sent out via email and eBay messages, it is a new 8% eBay Bucks promotion, or 10% if you shop with the official eBay apps. This offer has a minimum purchase of $50+ to earn the bonus. Otherwise you earn the standard eBay bucks percentage. You must manually activate it before you earn the extra eBay Bucks. This has no minimum purchase amount. I do not know if every eBay Bucks member gets these offers or the eBay computers do their “targeting thing” (eg nudge people who haven’t shopped in a while to shop, and so forth).
A good place to look for ideas are the eBay Deals along with the Trending Deals (shows only 100 trending deals, less overwhelming to look at than their main deals page). There’s also a dedicated search box there that searches only the Deals, not everything else on eBay.
