Now coming out via email and eBay messages, is a new 8% eBay Bucks promotion, running until 2/16/18 at 3am eastern. You must manually activate it before you earn the 8% eBay Bucks. This has no minimum purchase amount. I do not know if every eBay Bucks member gets these offers or the eBay computers do their “targeting thing” (eg nudge people who haven’t shopped in a while to shop, and so forth).
